Resolution No. PC-2026-22
three additional sites for housing at densities between 30 to 40 and 30 to 60 dwelling units per
acre (“the Project”), and
WHEREAS, the Project sites are located at 3825/3975 Hopyard Road (APN: 941-2760-
19-1), 4515 Rosewood Drive (APN: 941-2779-9), and 5960 Inglewood Drive (APN: 941-2760-
18); and
WHEREAS, the Project consists of General Plan Amendments and amendments to the
Zoning Ordinance and Map, to reflect a new land use overlay and rezoning of approximately
30.71 acres across three sites to allow residential development. The sites would be rezoned to
Housing Opportunity Zone District (HOZ) and in the General Plan, be subject to
an overlay called the “Housing Opportunity Site Overlay”; and
WHEREAS, while the General Plan Amendments designate the proposed sites for
residential development, the Project would also adopt the Objective Design Standards to
establish a regulatory framework for future development, including site planning and design
elements to ensure consistency with General Plan policies and compatibility with surrounding
land uses; and
WHEREAS, the Project is subject to the applicable provisions of CEQA; and
WHEREAS, Section 15164 of the CEQA Guidelines provides that an addendum to a
previously adopted environmental impact report or mitigated negative declaration may be
prepared if only minor technical changes or additions to the project are necessary or none of
the conditions described in CEQA Guidelines Section 15162 calling for the preparation of a
subsequent environmental impact report or negative declaration have occurred; and
WHEREAS, the City has prepared an Addendum (“Addendum”) to the previously
certified General Plan EIR to address potential environmental impacts associated with the
proposed Project pursuant to CEQA Guidelines Sections 15162 and 15164; and
WHEREAS, although this Addendum is tiered from and relies upon the certified General
Plan EIR pursuant to CEQA Guidelines Sections 15162 and 15164, the City has also
considered information contained in the certified Housing Element Update EIR where relevant.
In particular, the Housing Element Update EIR evaluated residential development on several
sites that were ultimately removed from the adopted Housing Element but remain relevant to
the proposed project because they include the same general locations and development
assumptions considered herein. Accordingly, the Housing Element Update EIR is cited
throughout this Addendum as additional evidence and supporting analysis; however, it is not
the prior EIR upon which this Addendum is based; and
WHEREAS, the Housing Element Update EIR evaluated a maximum of 7,787 units
across 29 sites in the City. However, five of the sites analyzed as part of the certified Housing
Element Update EIR were ultimately removed from consideration before the Housing Element
Update was approved. Despite their removal from the approved Housing Element Update, the
Housing Element Update EIR included a comprehensive analysis of these five sites, which
account for a combined potential buildout of 1,732 units. As such, the proposed project’s net
