Resolution No. PC-2026-23
Page 3

consideration to the potential impacts of applying the new General Plan overlay to the
existing land-use designations, keeping in mind surrounding land uses.

Section 3. With respect to approval of the rezones of the sites listed below, the
Planning Commission makes the following findings as to whether each such rezone
would be consistent with the objectives of the Zoning Chapter of the Pleasanton
Municipal Code (“PMC”), as set out in PMC § 18.04.010:

1. Hacienda West (3825/3875 Hopyard Road). The Planning Commission finds
that rezoning this site from PUD-Industrial/Commercial Offices to Housing
Opportunity Zone District would be consistent with the Zoning Chapter of the
PMC, inasmuch as it would “insure that ... private lands ultimately are used for
the purposes which are most appropriate and most beneficial from the standpoint
of the city as a whole,” per PMC § 18.04.010(D). Such rezoning would allow for
the development of up to 567 units of housing at this location at a density of 30-
40 dwelling units per acre, which would be most appropriate and beneficial.

2. Metro 580 (4515 Rosewood Drive). The Planning Commission finds that
rezoning an approximately 10.52-acre portion of this site from PUD-
Industrial/Commercial Offices to Housing Opportunity Zone District would be
consistent with Zoning Chapter of the PMC insomuch as it would “insure that ...
private lands ultimately are used for the purposes which are most appropriate
and most beneficial from the standpoint of the city as a whole,” per PMC §
18.04.010(D). Such rezoning would allow for the development of up to 631 net
new units of housing at this location at a density of 30-60 dwelling units per acre,
which would be most appropriate and beneficial.

3. 5960 Inglewood (5960 Inglewood Drive). The Planning Commission finds that
rezoning this site from PUD-Industrial/Commercial Offices to Housing
Opportunity Zone District would be consistent with the Zoning Chapter of the
PMC, inasmuch as it would “insure that ... private lands ultimately are used for
the purposes which are most appropriate and most beneficial from the standpoint
of the city as a whole,” per PMC § 18.04.010(D). Such rezoning would allow for
the development of up to 240 units of housing at this location at a density of 30-
40 dwelling units per acre, which would be most appropriate and beneficial.

BE IT FURTHER RESOLVED THAT, the Planning Commission hereby recommends to
the City Council approval of Case No. P25-0727 for General Plan Amendments,
Amendments to the Zoning Ordinance Text and Map, and Amendments to the Objective
Design Standards for Housing Sites for approximately 30.71 total acres, across three
sites. The sites would be rezoned to Housing Opportunity Zone District (HOZ) and in the
General Plan, receive an overlay called, “Housing Opportunity Site Overlay” and would
allow residential development, as reflected in Exhibits A, B, and C, attached hereto and
incorporated herein by reference.

Docusign Envelope ID: 404766B6-1F87-8D7F-82C5-47EAC2001401
