P a g e | 1

Memorandum

Date: August 18, 2026

To: Matthew Nelson, City of Pleasanton

From: Shikha Jain
Ethan Heckman

Subject: Prioritization and Implementation of Proposed Recommendations for the Pleasanton
Bicycle and Pedestrian Master Plan Update

Hexagon Transportation Consultants has completed a prioritization assessment of the proposed
bicycle and pedestrian improvements outlined in the needs assessment and recommendations
memorandum developed by Toole Design Group for the Pleasanton Bicycle and Pedestrian Master
Plan update (Appendix A). Based on a combination of technical criteria and community input
described below, a prioritization ranking was developed for each individual bicycle and pedestrian
project, and the focus network corridors.
The project and corridor rankings in the Bicycle and Pedestrian Master Plan were developed to help
organize and prioritize potential improvements. The rankings are intended to serve as a planning
tool for comparing needs and identifying a general order for implementation. However, the rankings
are only one factor considered by Traffic Engineering when determining how and when to advance
improvements and allocate available funding.
Implementation decisions are also informed by other important considerations, including project
readiness, coordination with planned roadway or utility work, grant funding opportunities, safety
needs, community input, operational considerations, and available budget. As a result, the ranked
order in the Master Plan does not, by itself, obligate the City to construct projects in strict sequence
or within a specific timeframe.
Prioritization Criteria
The project prioritization framework evaluated 25 bicycle segment improvements and 58 pedestrian
intersection improvements using six criteria: safety, Safe Routes to School (SRTS), destination
access and barrier connectivity, facility comfort, equity, and planning-level cost.

Safety evaluated whether a project is located on the Focused Pedestrian High Injury Corridor and
the Focused Bicycle High Injury Corridor addressing locations with a history of severe or fatal
crashes. The bicycle and pedestrian high injury corridors were developed in the City’s 2026 Travel
Action Plan.

SRTS evaluated whether a project is located within a quarter-mile to one-half mile of a school,
supporting safer travel for students. A map of the quarter mile and half mile school buffers is
provided in Appendix B.

Access to Destinations and Barrier Connectivity assessed how effectively a project improves
connections to key destinations such as downtown, schools, BART, trails etc. and overcomes
barriers to walking and bicycling, such as, freeways, arterials, and rail corridors. Connections to key
destinations was based on the trip potential analysis completed by Toole Design Group , and
connection across barriers was based on aerial review.
