7

Network Analysis
Approach
Despite a network of bikeways and pedestrian infrastructure citywide, it is still challenging to travel around
Pleasanton via active modes due to the City’s network of multilane arterials. The Network Analysis was conducted
to identify challenging locations within Pleasanton’s bicycle and pedestrian networks and to prioritize corridors
and intersections where improvements would most effectively enhance safety, comfort, and connectivity. The
analysis followed a five-step process:
▪ Step 1: Establish Bicycle and Pedestrian Network Goals. The project team developed goals for the
City’s bicycle and pedestrian network to guide the analysis and ensure consistency with broader
transportation, safety, and mobility objectives.
▪ Step 2: Conduct Trip Potential Analysis. The project team analyzed land use patterns and key
destinations to identify areas in Pleasanton with the greatest potential to generate walking and bicycling
trips.
▪ Step 3: Identify the Bicycle and Pedestrian Focus Network. Using the Trip Potential Analysis, the
2018 BPMP Vision Network, and other key inputs (see Focus Network section) as guidance, the project
team identified the Focus Network, a subset of streets where improvements are most likely to produce
meaningful gains in safety and comfort for people walking and bicycling.
▪ Step 4: Evaluate Crash History and Level of Traffic Stress (LTS) Along the Focus Network. The
project team assessed current conditions along Focus Network corridors to understand how users
experience the network today. This analysis included crash history and Level of Traffic Stress (LTS) to
evaluate pedestrian and bicyclist safety and perceived comfort.
▪ Step 5: Conduct a Needs Assessment for the Focus Network. Finally, the project team evaluated
each corridor and key intersections within the Focus Network to identify locations where targeted
infrastructure investments are needed to address safety and mobility challenges.
The following section describes the methodology and results associated with each step of the
Network Analysis.
Bicycle and Pedestrian Network Goals
Prior to conducting existing conditions analyses, the project team met to discuss the City’s vision for its bicycle
and pedestrian networks. Key questions included:
• What does a successful bicycle and pedestrian network look like in Pleasanton?
• What do City staff envision for the future of walking and bicycling?
• What are the outcomes the City is trying to achieve through network investments?
Taking these key questions into account, and considering progress made toward the goals of the 2018 plan, City
staff developed a set of goals that are both measurable and comprehensiv e:
• Enhance safety: Eliminate bicycle and pedestrian fatalities and significantly reduce serious and non -fatal
collisions throughout the City.
• Increase comfort: Apply a “one-better” approach to achieve progressively lower Levels of Traffic Stress
(LTS), creating routes that are comfortable for people of all ages and abilities where feasible.
• Close gaps and improve connectivity: Build a continuous, citywide network of walking and bicycling
facilities that make active transportation a convenient and preferred choice for people’s daily activities.
• Support sustainability: Advance Climate Action Plan goals of reducing vehicle miles traveled by
encouraging active transportation and decreasing reliance on automobiles.
