2026 PLEASANTON BICYCLE AND PEDESTRIAN MASTER PLAN | 39
EXISTING CONDITIONS AND NETWORK EVALUATION
Vision and Focus Network
VISION NETWORK
The Vision Network is the City’s long-term
vision for a continuous, citywide network
of walking and bicycling facilities. It comes
from the 2018 Bicycle and Pedestrian
Master Plan.
It includes existing bicycle facilities and
off-street trails. It also includes proposed
facilities from the 2018 Bicycle and Pe-
destrian Plan Vision Network in areas of
high demand (i.e., scored high in the Trip
Potential analysis) that connect neighbor-
hoods together, offer lower-stress parallel
alternatives to major roads, and provide
key connections to adjacent cities. Figure
6 shows the City’s existing versus pro-
posed Vision Network.
The Vision Network is intended to il-
lustrate the City’s desired connected,
citywide network. The identification of a
facility as existing on the Vision Network
does not mean that the facility is consid-
ered complete or that no further improve-
ments are needed. Existing facilities may
still require upgrades to achieve the City’s
long-term vision for a low-stress network.
Similarly, proposed facilities represent
important gaps or connections needed to
complete the network over time.
The Vision Network also does not capture
every street that may function as a low-
er-stress alternative to a major roadway.
In particular, parallel local streets may
provide important walking and bicycling
routes today, even when they are not iden-
tified as part of the Vision Network. These
streets can complement improvements to
major corridors by providing lower-stress
alternatives and neighborhood connec-
tions. As the City makes improvements
to major arterial corridors, it should also
consider opportunities to enhance nearby
parallel streets and connections where
they can support the overall walking and
bicycling network.
While off-street trails may provide low-
er-stress alternatives to many of the cor-
ridors on the focus network, these trails
are not owned by the City. Therefore, this
Plan focuses on improving the on-street
bicycle and pedestrian network, as well
as connections to off-street trails. The
2019 City of Pleasanton Trails Master Plan
includes recommendations for the future
trail network.
FOCUS NETWORK
The Focus Network is a subset of the
Vision Network that includes corridors
where improvements have the greatest
potential to support increased walking
and bicycling. These corridors were se-
lected based on a combination of factors,
including existing and potential trip de-
mand, connections to key destinations,
community priorities, safety consider-
ations, and opportunities to create more
comfortable and connected routes.
Pleasanton’s roadway network includes
many multilane arterials that currently
create barriers for people walking and
bicycling. The Focus Network highlights
corridors where targeted improvements
can most effectively reduce these bar-
riers, improve comfort and safety, and
encourage more trips by active transpor-
tation.
The project team developed the Focus
Network by integrating multiple data
sources and inputs, including:
• Trip Potential Analysis results
• Priority corridors from the 2018 City
of Pleasanton Bicycle and Pedestrian
Master Plan (BPMP)
• Community input on current and
desired walking and bicycling routes
(included as one of the factors in the
Trip Potential Analysis)
• Insights from the concurrent Safety
Action Plan
• City staff expertise
Figure 7 depicts the Focus Network in re-
lation to the City’s unpaved trails network
and Vision Network, which includes all
existing bicycle facilities, off-street trails,
and proposed future facilities.
To provide a focused plan for the next five
years, the remaining analyses and recom-
mendations in this Plan are tailored to the
focus network only.
