42 | 2026 PLEASANTON BICYCLE AND PEDESTRIAN MASTER PLAN
EXISTING CONDITIONS AND NETWORK EVALUATION
Network Performance Evaluation
SAFETY
The safety analysis for this Plan builds upon the Bike-Focused and Pedestrian-Focused High Injury Networks (HIN) developed
through the concurrent Pleasanton Transportation Safety Action Plan. The HIN identifies locations with a concentration of severe
and fatal bicycle and pedestrian crashes and was developed using reported collision data from 2020–2024.
The Bike-Focused HIN is shown overlaid on the Focus Network in Figure 8. The Pedestrian-Focused HIN is shown overlaid on the
Focus Network in Figure 9.
Several Focus Network corridors overlap with the Bike-Focused and Pedestrian-Focused HIN. The overlap demonstrates that many
corridors identified as important for improving active transportation connectivity also experience significant safety challenges.
The Transportation Safety Action Plan includes recommendations with proven safety countermeasures to reduce crashes, and the
recommendations made in this Plan complement those recommendations.
