2026 PLEASANTON BICYCLE AND PEDESTRIAN MASTER PLAN | 45
EXISTING CONDITIONS AND NETWORK EVALUATION
LEVEL OF TRAFFIC STRESS
The Level of Traffic Stress (LTS) analysis provides a consistent framework for evaluating whether existing bicycle and pedestrian
facilities provide comfortable travel conditions for people of varying ages and abilities. The analysis considers roadway characteris-
tics such as traffic speeds, traffic volumes, roadway width, and the type of bicycle or pedestrian facilities to assign a comfort rating
ranging from LTS 1 (low stress) to LTS 4 (high stress). The results help identify locations where improvements could reduce barriers
to active transportation and improve safety, comfort, and connectivity throughout the Focus Network.
Results indicate that many Focus Network corridors currently present moderate- to high-stress conditions for people walking and
bicycling, highlighting opportunities for targeted improvements.
Table 2: Level of Traffic Stress Score Descriptions
Score Description
LTS 1 Lowest stress walking and bicycling environment. Users of all ages and abilities feel comfort-
able and safe walking or bicycling in these locations.
LTS 2 Low- to Mid-stress walking and bicycling environment. Most adults are comfortable walking and
bicycling in these locations.
LTS 3 Moderate-stress walking and bicycling environment. Confident adults will tolerate walking and
bicycling in these locations.
LTS 4 Highest stress walking and bicycling environment. Only those with a high level of confidence or
without other options will walk or bike in these locations.
BICYCLE COMFORT
