68 | 2026 PLEASANTON BICYCLE AND PEDESTRIAN MASTER PLAN
SUPPORT PROGRAMS
Program Opportunities
SRTS-1: Complete Safe Routes to School Assessments. Complete Safe Routes to School assessments for all Pleasanton schools.
Assessments should evaluate pedestrian and bicycle access to each school from all directions within a half mile of the school, in-
cluding routes connecting surrounding neighborhoods to the school, rather than focusing only on the immediate school frontage.
Assessments should consider:
• Bicycle and pedestrian access:
• Major street crossings and other locations where students walking and bicycling may experience conflicts with vehicles
• Sidewalk gaps, incomplete walking networks, and gaps in bicycle facilities or connections
• Visibility and sight-distance constraints
• Routes and crossings used by large numbers of students
• Opportunities to improve comfortable and direct walking and bicycling connections to school campuses
• Bicycle parking and other facilities that support bicycling to school
• Conditions during peak drop-off and pick-up periods, including interactions and potential conflicts between vehicles, pedestri-
ans, and bicyclists.
SRTS-2: Develop a SRTS Improvement Toolkit. The City should establish a list of potential improvements specifically applica-
ble to school areas. The list should promote consistency in the types of treatments considered across schools while allowing im-
provements to be tailored to the specific safety, access, and circulation needs of each school. The SRTS list should reference the
treatment toolkit, which identifies potential pedestrian, bicycle, and traffic-calming treatments and provides design considerations
for each treatment type. These design considerations should be used when evaluating and developing potential improvements at
school locations. Potential school-area improvements could include:
• Crossing Improvements:
• High-visibility crosswalks
• Rectangular Rapid Flashing Beacons (RRFBs)
• Median refuges
• Curb extensions/bulbouts
• Bicycle and Micromobility Improvements:
• Bike lanes or buffered bicycle facilities approaching schools
• Improved bicycle detection at intersections
• Bicycle wayfinding and signage to identify preferred routes
to school
• Speed Management Improvements:
• Radar speed feedback signs
• Traffic calming treatments
• Lowering posted speed limits where appropriate and con-
sistent with AB 43
• Sidewalk and Accessibility Improvements:
• Sidewalk widening
• ADA accessibility improvements
• Removal of obstructions and other barriers along pedestri-
an routes
