2026 PLEASANTON BICYCLE AND PEDESTRIAN MASTER PLAN | 71
SUPPORT PROGRAMS
Recommended Programs
To address safety proactively, the City can explore a multi-tiered
approach balancing community education with enforcement.
INFORMATIONAL & EDUCATIONAL CAMPAIGNS
• EM-1: Track E-Mobility Safety Trends & Enforce Laws. Track
safety data and emerging trends related to e-mobility. Imple-
ment and enforce California state laws as new legislation is
enacted.
• EM-2: Establish E-Mobility Webpage. Develop an informa-
tional webpage on the City’s website including an overview of
the state’s regulations and safe usage guidelines.
• EM-3: Launch E-Mobility Safety Media/Videos.
• Partner with regional organizations to launch social me-
dia and advertising campaigns focusing on safety and
purchasing advice (e.g., promoting Bike East Bay E-bike
workshops).
• Collaborate with the Police Department to develop ed-
ucational safety videos, training programs, and conduct
targeted school presentations.
• Disseminate information on safe usage of ebikes and
escooters directly to families via:
• Dedicated seminars, workshops, and school
assemblies.
• Informational slide decks and online hubs (Exam-
ples: E-Bike_Parent Venture Slide Deck (For Par-
ents) - Google Slides – San Mateo County, E-Bike
Education | Safe Routes to Schools – Marin Coun-
ty – Marin County).
EM-4: Coordinate E-Mobility Safety Efforts Across the Tri-Val-ley. Coordinate with the cities of Dublin and Livermore on e-bike
and e-scooter safety education and outreach. Coordination
could include sharing educational materials and best practices,
aligning key safety messages, coordinating regional campaigns
and events, and developing resources that can be used across
jurisdictional boundaries. Regional coordination should comple-
ment, rather than replace, Pleasanton’s locally developed e-mo-
bility safety programs and outreach efforts.
ENFORCEMENT & ACCOUNTABILITY STRATEGIES
• EM-4: Bike Speed Management. To improve the safe opera-
tion of e-bikes in areas with high pedestrian activity, consider
establishing a maximum speed of 10–15 mph on sidewalks
and a 10-mph passing speed when approaching or overtak-
ing pedestrians on shared-use paths. Complement any speed
management measures with education and signage to en-
courage courteous riding and direct faster riders to on-street
bicycle facilities where appropriate.
• EM-5: School-Level Checks. Establish school-level checks to
inspect e-bikes and e-scooters for legal compliance, prohib-
iting students from operating modified or illegal vehicles on
campus (e.g.: E-Bike Registration | Our School in San Rafael).
• EM-6: Long-Range City Registration Program. Explore a
long-range, city-administered inspection and registration
program.
