• Coordination with the applicant's development and consultant team on submittal
requirements and review timelines.
Project Management and Meeting Support
• Weekly internal check-in meetings with City staff to review project status, open items, and
upcoming milestones.
• Biweekly coordination meetings with City staff and the applicant/development team to
track deliverables, resolve outstanding issues, and maintain the project schedule.
• Preparation of meeting agendas, summaries, and action-item tracking following each
meeting.
• Preparation of staff reports, presentations, supporting materials and participation in public
hearings, including City Council and Planning Commission meetings.
Budget and Duration
The proposed scope of services is expected to occur over an approximately 24-month (two-year)
period, consistent with the anticipated timeline for annexation, environmental review, and
entitlement processing. Work will be performed on a time-and-materials basis, not to exceed
$200,000, with effort varying depending on project phase.
Staff Role Rate (2026) Avg.
Hrs/Week
Weekly Total
Stephanie Davis,
AICP
Principal
Planner/Planning
Manager
$215 7.75 $1,666.25
Aaron Aknin, AICP Principal $280 0.75 $210.00
Total (average) 8.75 hrs $1,876.25/week
Estimated total (approx. 104 weeks): $195,130, within the $200,000 not-to-exceed budget.
In addition to the staff identified above, Good City may utilize other planning and administrative
staff from time to time as project needs dictate. These additional resources will be billed at their
respective hourly rates (Good City Company's 2026 billing rates attached), within the overall not-
to-exceed budget. We recommend a check-in at the three-month mark to assess project
progress, validate assumptions, and update the contract scope or budget if needed. If project
complexity requires additional support beyond this budget, we will notify the City in advance to
discuss options.
We are available to continue immediately and can align closely with the City's anticipated
timeline for the Project. Please let us know if you would like this structured differently or adjusted
further based on project specifics. We look forward to supporting this high-priority project and
collaborating closely with City staff.

Sincerely,

Aaron Aknin, AICP
Principal
Docusign Envelope ID: 690325A4-3336-81C2-8242-11FFFF9D16B6Docusign Envelope ID: 3409F5DB-F5DB-88A6-80A5-4CC73E4C4B87
