The proposed CIP Programming Strategy provides a structured
approach to managing this gap by connecting asset condition and risk information with
treatment decisions, Council-approved project prioritization, funding availability, and citywide
investment balancing.

The strategy is intended to ensure that available resources are directed to infrastructure needs
where they can provide the greatest reduction in risk and improvement in service reliability,
while also recognizing opportunities to extend asset life, bundle projects, leverage alternative
funding, and manage the consequences of deferral. Staff will use this framework to develop
the proposed FY 2027-2032 CIP for future consideration by the City Council.

OUTREACH
Not applicable, as this is a routine matter of City business.

FISCAL IMPACT
There is no fiscal impact from receiving this update.
