Resolution No. PC-2026-26
Page Two

the Project (collectively, the “Record Evidence”). The Planning Commission’s determination is
based on the Record Evidence, which is incorporated into this Resolution by reference.

Section 2: California Environmental Quality Act (CEQA) Findings:
The Project was undertaken within the findings and conclusions of the Final Environmental
Impact Report (EIR) certified by the City Council for the VACSP in conformance with the
applicable provisions of the California Environmental Quality Act (CEQA). Section 15315 of the
CEQA Guidelines states that minor land subdivision on land with less than 20% slope is
exempt. The average slope of the site is approximately 16%, which is less than 20%. In
addition, Section 15182(b) of the CEQA Guidelines states if a residential project is consistent
with an adopted applicable specific plan, the project is likewise exempt from further CEQA
review.

The Project includes widening the roadway curb into the existing shoulder at the roundabout at
the southern terminus of Thiessen Street, resulting in the removal of a small corner of the
existing shoulder and its replacement with a paved surface. To assess its potential impacts to
the existing riparian tree canopy and a small drainage feature in the proposed area, Integrated
Environmental Consulting investigated site and assessed the potential impacts. Its analysis
(Exhibit B) concludes that the proposed project would not trigger permitting requirements
associated with the modification of streamed, banks, or associated riparian corridors.
Therefore, there is no reasonable possibility that the project will have one or more significant
effects not discussed in the EIR, per Section 15300.2 of the CEQA Guidelines. Thus, no
additional CEQA review is required.

Section 3: Findings for Approval of PUD Development Plan (PUD-150).
With respect to Case No. PUD-150, the Planning Commission recommends the City Council
make the following findings and determinations with respect to each of the considerations for a
PUD Development Plan as required by Section 18.68.110 of the PMC:

A. Whether the plan is in the best interests of the public health, safety, and general
welfare:

The Project, as conditioned, meets applicable City standards concerning public health,
safety, and welfare. The Project includes installation of all required infrastructure and
utilities to serve the development. The design incorporates the road modification
requirements for emergency vehicle access, fire protection measures, and compliance with
applicable Building and Fire Codes. The design of the project includes grading design that
minimizes grade differences between the project and adjacent homes to the west, and
improves conditions relative to the light, privacy and enjoyment of those homes.

Stormwater runoff system has been designed to adequately handle on-site runoff, per the
applicable requirements of the City’s Engineering Division. Therefore, the Project is in the
best interests of the public health, safety, and general welfare.

B. Whether the plan is consistent with the City's General Plan and any applicable
specific plan:
Docusign Envelope ID: A549EA74-ED4F-8CB2-8262-A310230CC465
