(“Kimley-Horn” or “Consultant”) is pleased to submit this Task Order Proposal to the Professional Services Agreement (“Agreement”), entered into on July 1, 2025, between the City of Pleasanton (“C ity”) and Kimley-Horn, to provide initial environmental services in support of scoping and preparing a work plan for the East Lakes Residential Project (“Project”), which is proposed for annexation into the City, prior to providing a separate scope for the preparation of environmental documentation. PROJECT UNDERSTANDING Kimley-Horn understands that USL Pleasanton Lakes, L.P. (“Project Applicant”) proposes to develop a planned residential community consisting of approximately 500 single-family units and approximately 100 multi-family affordable units on an approximately 60-acre site located at 3030 Mohr Avenue (Assessor Parcel Number [APN] 946-4634-2). In addition to the proposed residential units, the Project would also include a network of internal streets, pedestrian improvements, and open space, including a neighborhood park. Kimley -Horn understands that the Project Applicant would also contribute to the completion of El Charro Road. SCOPE OF SERVICES Kimley-Horn will provide the services specifically set forth below. TASK 1: PRE-CEQA STRATEGY AND SCOPING SUPPORT Prior to providing a scope for preparation of an Environmental Impact Report (EIR), Kimley- Horn will provide early CEQA scoping and pre-entitlement support to assist the City in confirming the appropriate CEQA strategy, identifying key environmental issues and technical-study needs, and developing a scope, schedule, and work plan for the EIR. This task includes anticipated coordination and virtual meeting time with the City; the Good City Company, the City’s planning consultant; and the Project Applicant. It also includes one in- person meeting with the City to review the work plan for the EIR. This scope assumes an initial budget of up to 50 staff hours for this task, to be used only on an as-needed basis at the direction of the City.
