4. DISPUTES: Should any dispute arise respecting the true value of <br />any work done, or any work omitted, or any extra work which may be <br />required, or respecting the amount of any payment to the <br />Contractor during the performance of this contract, such dispute <br />shall be decided by the Engineer, and the decision of the latter <br />shall be final and conclusive. <br />5. PROVISIONS CUMULATIVE: The provisions of this agreement are <br />cumulative, and in addition to and not in limitation of, any <br />rights or remedies available to the City. <br />6.
