<br />TITLE: ADOPT A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO
<br />AN AGREEMENT WITH GACHINA LANDSCAPE MANAGEMENT FOR
<br />MISCELLANEOUS LANDSCAPE SERVICES AT VARIOUS CITY LOCATIONS IN
<br />AN AMOUNT NOT-TO-EXCEED $1,848,051
<br />
<br />SUMMARY
<br />The recommended agreement is for citywide landscape services, including maintenance of
<br />City-owned medians, Main Street planters and sidewalk debris blowing, fire stations, the park-
<br />and-ride facility, the transportation corridor, and a portion of the Iron Horse Trail. The
<br />agreement would be for three years, with an option to extend the term for up to two additional
<br />one-year periods, for a maximum term of five years. The current landscape maintenance
<br />agreement expires September 30, 2026.

<br />BACKGROUND
<br />City staff performs a wide variety of landscape maintenance services that are necessary to
<br />keep the City in good order. In certain instances where it is cost-effective to do so, landscape
<br />maintenance contractors are used to augment City services. Contract services are utilized for
<br />specific City-owned landscape areas, including approximately 85 acres of medians and
<br />landscaped roadsides, five fire stations, the park-and-ride facility, transportation corridor
<br />landscaping, a portion of the Iron Horse Trail, and 62 Main Street planters. This allows City
<br />staff to focus on high-use, high-visibility park areas that require specialized maintenance. For
<br />the past 25 years, the City has used landscaping firms for median maintenance.

<br />DISCUSSION
<br />A Request for Proposals (RFP) for miscellaneous landscape services at various City-owned
<br />locations was issued on July 31, 2026. On August 19, 2026, the City received proposals from
<br />the following eight contractors:
