Planning DqPartment with review by the Director of Public Works. The operator may
proceed wit~ proposed construction within ten (10) calendar days of the Planning
Departrnent'b receipt of written submittal unless otherwise notified by the Planning
Departraent. i The plans should incorporate the following measures:

(a) The ~roposed landfill shall be constructed against existing ridges such that all
rainfall on areas adjacent to the footprint shall drain away from the landfill.

(b) Sedimentation basins shall be incorporated into the project design in places where
peakidischarges would increase substantially.

(c) Drair~age facilities shall be constructed to accommodate the 1,000 year, 24- hour
stom~, or current design storm as required by state or federal law.

47. In the event[ that springs or heavy seeps are encountered during site excavation for the
landfill, additional subgrade drainage measures shall be taken to ensure that there is no
seepage into the landfill and that groundwater/waste separation is maintained. Such
measures m~ay include additional geotextile drains, the extension of gravel chimney
drains up thb slope fi-om the gravel drain on the floor of the landfill, and hydroaugers.
Other measures also may be recommended by the project engineering geologist in
response to the local hydrogeological conditions.

48. The operatoi shall design the final grading and drainage of the Proposed Class II Landfill
Expansion t~ minimize cover erosion. Design features shall include deck area slopes to
promote sh~t drainage, a series of drainage benches, inlets, and down drains, debris/
retention basins, and outlet structures.

PUBLIC HEALTH ~ SAFETY

49. The operator shall continue the application of the existing WMAC/ALRRF Special
Waste Progrhm (a process of identifying and characterizing each customer waste stream)
to new designated wastes to be received by ALRRF. Designated wastes shall be accepted
only from l~re-approved generators. To be pre-approved, a generator shall submit
information ~at may include analytical data to the operator demonstrating that its waste
stream is n m-ba?ardous prior to sending any waste to the landfill. Wastes with
ambiguous e aalytical data (indicating that it could be hazardous) shall not be accepted by
the operator for disposal at the landfill until the waste is proven to be non-hazardous by
supplement* testing. This measure would allow the landfill to employ inexpensive
screening te ;ts that could flag wastes that are potentially ba?ardous without rejecting
them outrigl t, while allowing definitely nonhazardous wastes to pass. Waste proven to
be hazardor either by the screening tests or by supplemental tests shall be taken
elsewhere.

50. In accordan~:e with State codes, any truck which disposes of municipal solid waste
(MSW) at the ALRRF may be inspected and approved or rejected by the LEA.
