She
believed there are appropriate times for metering and there are other times that metering
did not seem appropriate, for example, at eight or nine in the evening. If the metering
continues to be kept in place, she suggested narrowing the time of the metering to peak
traffic times so as not hinder or slow down traffic that is within Pleasanton during non-
peak traffic hours.

Mr. Knowles noted that this could be done, but pointed out that metering of waffic
is policy related. He reported that regional cut-through traffic on Vineyard Avenue did
not begin until Route 84 became congested. He noted that Vineyard Avenue could be
designed to carry as much traffic as Council wanted it to, or traffic could be shifted and
routed to Stanley Boulevard. His interpretation of Council's previous action was to shif~
as much traffic to Stanley Boulevard as possible, which is what staffimplemented. Staff
could meter traffic strictly in the morning when three cars per green light are allowed into
town. Staffeould only stop and delay waffle from 3 p.m. to 6:30 p.m. He believed the

Pleasanton City Council 21 01/20/04
Minutes
