Marge Andrews, a Pleasanton resident, provided written communication to
I Council stating her frustration with the timing of the traffic signal at the intersection of
Vineyard Avenue and Ruby Hill Drive. She believed the traffic signal benefited the
Ruby Hill residents and not the general public. She complained about having a red light
even during non-peak times and having to wait for an extended period of time when no
other cars were around.

Gilbert Reeser, a Pleasanton resident, provided written communication to Council
urging Council to change the timing of the metering. He believed it did not stop cut
through traffic and greatly annoys Pleasanton residents.

Adrienne Tange, a Pleasanton resident, provided written communication to
Council complaining about the backup on Vineyard Avenue as a result oft. he traffic
signal. She also complained about the traffic signal being constantly red to through
traffic, no matter what hour of the day one travels on Vineyard Avenue. She would like
the signal to be adjusted so that the light is red more often for the Ruby Hill drivers and
green more often for the Vineyard Avenue drivers.

Vice Mayor Ayala closed the public testimony.

It was moved by Mr. Brozosky to continue the metering at Vineyard Avenue
and Ruby Ylill Drive between the hours of 7:15 a.m. to 8:15 a.m., and for the
remainder of the time, the traffic signal is to function as an efficient stop fight
resting in green on the arterial road and changing in the event of cross traffic.
Ms. Ayala inquired about the time frame for the afternoon metering.
Mr. Campbell indicated that Amadur High School ends at 3 p.m.
Mr. Knowles mentioned that he had suggested continuing the afternoon metering
from 3:30 p.m. to 6:30 p.m. using the stop and delay method. Once the Montevino traffic
signal is functioning, the metering could be changed to a more relaxed metering from 7
a.m. to 9 p.m. to deal with the morning peak time traffic.
Mr. Brozosky was not sure if the 3:30 p.m. to 6:30 p.m. metering was needed as
most of the traffic during that time is Pleasanton residents who are trying to get to after
school activities. He asked how much of that was cut through traffic, and how much was
traffic generated by motorists trying to get from Pleasanton to Livermore. He withdrew
his original motion.

It was moved by Mr. Brozosky, seconded by Mr. Campbell, to continue the
metering at the intersection of Vineyard Avenue and Ruby Hffi Drive between the
hours of 7:15 a.m. to 8:15 a.m.

Pleasanton City Council 25 01/20/04
Minutes
