VIII. CONCLUSION

The City of Pleasant on encourages daycare establishments in single-family residential
neighborhoods and is usually able to negotiate conditions of approval for daycare facilities
within high-density developments to be supported. Staff works with providers and the
neighbors in an attempt to find satisfactory solutions to the issues that arise.

Staff feels that the publics concerns for traffic, parking, facility use, and noise have been
appropriately analyzed. Staff has provided recommended conditions of approval to remedy the
concerns that were found to be valid. Staff finds that, as conditioned, the proposed project
mitigates the concerns raised by the surrounding neighbors; staff believes that the proposed
development meets the larger family daycare standards.

In conclusion, staff finds that the impacts of the proposed project can be mitigated. The
proposed large family childcare facility would not be detrimental the health, safety and welfare
of the neighborhood, and that the parking and traffic concerns have been reviewed and
addressed as appropriate to provide mitigation of impacts to an insignificant level per the
requirements of the municipal code. Therefore, staff recommends the Planning Commission to
approve the application to expand an existing small family daycare large family daycare.

IX.
