3909 Vineyard Avenue Environmental Checklist

Discussion

a-d) The subject site is currently vacant and contains 46 trees and sparse vegetation on site.
A scattered grouping of trees and shrubs is located at the top of the bank of the Arroyo
Del Valle to the north.. The southern portion (front) of the lot is flat to gently sloping,
whereas the center of the lot has a steep slope that continued through to the rear of the lot.
There is a total grade change of22.54 feet over 793.83 feet oflot length; the average
slope percent of the lot is approximately 3%.

The proposed building location meets the required creek setback. The geotechnical report
prepared by Treadwell & Rollo, Inc. recommends that site improvement have the
setbacks fro the slope to allow for potential erosion over the expected lifetime of the
proposed development. Thus, the proposed development would not likely impact the
creek located at the northern property line.

There are no known endangered, threatened, or rare species of flora or fauna known to
inhabit the project site. The project has been designed to provide a significant setback
from the Arroyo Del Valle toe of bank at a projected slope of2.5:l reducing development
impacts related to any existing tree stands or vegetation. It is not anticipated that the
project will require disturbance of the Arroyo del Valle embankments and no excess
material will be placed in the channel. The applicant is working on obtaining the
required permits and approvals. Therefore, this would be a less-than-significant-impact.

e) Pursuant to the Tree Preservation Ordinance, a tree survey and analysis for this project
site has been prepared by HortScience, Inc. The arborist surveyed 58 trees that were
located on the site or overhanging the site, among which 12 are heritage size trees per the
criteria specified in the tree ordinance. As proposed, the trees along the creek bank
would be retained, and the trees throughout the site would be removed to accommodate
the project. To mitigate the removed trees, the applicant has submitted a landscaping plan
showing the overall planting within the development Therefore, this would be a less-
th an-significant-impact.

f) There is no adopted Habitat Conservation Plan, Natural Community Conservation Plan or
other approved local, regional or state habitat conservation plan and this is not applicable
to this project Therefore, this would be no-impact.

5. CULTURAL RESOURCES

Environmental Setting

The subject site is not located in an area identified as having site-specific historical,
archeological, paleontological, or geologic features or resources. The City of Pleasant on has,
however, experienced development locations where archeological resources have been found in
the form of Native American burial sites. The City now has a policy that all projects incorporate
into project design and as conditions of approval that provide on-site expertise during the
construction phase.

13
