Two driveways are
proposed that would both be right-inlright-out access to/from Bernal Avenue. The project would
generate 75 a.m. and 204 p.m. peak hour trips.

Of the 28 intersections studied, the proposed project only changes the LOS at Bernal Avenue &
Nevada Street. After the implementation of the General Plan Alternative B mitigation measures
developed by the City, the following study intersections would still operate below the City's
standard:

(6) Bernal & Valley (LOS E in PM)
(23) Santa Rita & Stoneridge (LOS E in PM)
(25) Stanley & Valley/Bernal (LOS E in AM)

Bernal Avenue is a four-lane roadway with raised median and a speed limit of 40 mph north of
Nevada Street (formerly Del Valle Parkway). South of Nevada Street, Bernal Avenue is a two
lane roadway with striped median and has a speed limit of30 mph. In the vicinity of the project
site, there are bike lanes on both sides of the street, and sidewalks on the west side only. Nevada
Street is a two lane roadway with a two-way center left-turn lane between Bernal Avenue and
Wyoming Street. On-street parking is allowed on the north side only and is limited to 2 hours
between 7 a.m. and 6 p.m. (excluding Saturday and Sunday). Bike lanes and sidewalk exist on
both sides of the roadway. Utah Street is a two-lane roadway with striped median, on-street
parking limited to 2 hours between 7 a.m. and 6 p.m. (excluding Saturday and Sunday), and has
sidewalks. Stanley Boulevard is a four-lane roadway with raised median in the vicinity of the
project site, having speed limits of 40 mph west of Bernal Avenue and 55 mph east of Bernal
Avenue. Bike lanes exist on Stanley Boulevard west of Bernal Avenue, and in the eastbound
direction east of Bernal Avenue. Valley Avenue is a four-lane roadway with raised median and a
speed limit of 40 mph.

Transit service is provided along Stanley Boulevard by Wheels Route 10, which serves Dublin,
Pleasanton and Livermore. Weekday peak hour headways along this route are 15 minutes, while
weekday off-peak and weekend headways are 20-40 minutes. Wheels is a service of the
Livermore Amador Valley Transit Authority (LA VTA).

The purpose of this analysis is to determine the potential traffic impacts of the proposed
cOIIllIl,ercial retail project to be located along Bernal Avenue north of Nevada Street.

Traffic Analysis
Bernal Commercial Development, Pleasanton

Page 1
