Since 1991, the City has constructed
more than 1,100 homes on parcels which could be considered infill locations.

Program 18.2: Allow "grr..'lr.y nat;"
~iiiii~d....:iiii~iiiii~:~....:.~iiiiii~iiii~~ in all R-1 zoning districts to
increase the number of housing units while preserving the visual
character within existing neighborhoods of single-family detached
homes.

Responsible Agency: Planning Department
Time Period: Ongoing
Funding Source: Planning Department Budget

1996 EVALUATION: Objective met. Continue program. This program was recommended
to be expanded by the Tri-Valley Subregional Planning Strategy. Since 1990, the City has
received only several applications for "second units." This is undoubtedly due to the large
amount of construction on vacant land. As large tracts of land become increasingly scarce, the
City anticipates a greater demand for infill projects such as second units. Therefore, the
program should be kept in place for the future.

1996 EVALUATION: This program was recommended to be added by the Tri-Valley
Subregional Planning Strategy.

23
