Box 520
Pleasanton, California 94566

Dear Ms. Acosta:

RE: Review of the City of Pleasanton's Revised Draft Housing
Element

Thank you for submitting Pleasanton's revised draft housing
element, received for our review on February 6, 1996. As you
know, we are required to review draft housing elements and report
our findings to the locality pursuant to Government Code Section
65585(b).

A telephone conversation with Mr. Wayne Rasmussen, of the
City's Department of Planning and Community Development, on
March 4, 1996 assisted our review. This letter and Appendix
summarizes that conversation.

While Pleasanton's adopted housing element continues to
comply with State housing element law (Article 10.6 of the
Government Code), the current revised draft will require
revisions to comply with State housing element law. The current
draft element lacks a number of required sections that were a
part of the supplement to the previous element (the current
adopted element). For example, the current element lacks a
complete analysis of the City's land use controls as potential
and actual constraints upon the maintenance, improvement, or
development of housing for all levels, and does not review the
implementation of the housing programs of the current adopted
element. A more thorough discussion of the deficiencies of the
draft housing element is contained in the Appendix.

We hope our comments are helpful to the City. We appreciate
the assistance of Mr. Rasmussen during the course of our review.
If you have any questions, or if we can assist the City in the
revision of its housing element, please feel free to contact
Robert Maus, of our staff, at (916) 327-2640.
