APPENDIX

City of Pleasanton

The 'following changes would bring Pleasanton's housing element
into compliance with Article 10.6 of the Government Code.
Accompanying each recommended change we cite the supporting
section of the Government Code. Where particular program
examples or data sources are listed, these are suggestions for
your information only. We recognize that Pleasanton may choose
other means of complying with the law.

A. Review and Revision

Review he p~Wous element m evaluam the approp~ateness of he goa~, o~ectives
and policies of he elemen~ and re~ea he results of h~ reWew in he revised element
(Section 65588(a) ~)).

We commend the City for including a comparison of the City's
new housing production by income level for the current
planning period,. with the City's regional share need.
However, the current draft element should also include a
program by program evaluation of the housing programs of the
current adopted element, such as is contained in Supplement
B of the Appendix to the current adopted housing element. A
review of the City's housing programs should include a
discussion of how the draft element's housing programs have
been revised to reflect the City's experiences in
implementing the housing programs of the current adopted
element.

B. Housinq Needs, Resources, and Constraints

1. Ana~ze potenHal and actual govemmen~l constra~ upon he maintenance,
improvemen~ or development of housing for aN ~come ~ve~, ~c~ng ~nd
use control, building codes and heir enforcemen~ site improvement, fees and
oher ~actions required of d~elopers, and local processing and permit
procedures.
