METHOD VARIATIONS
Several methods were developed and examined to illustrate the budget contributions of
both cities toward fire programs. In addition, the methods included the crediting of the
revenues of both departments against combined salary and benefit expenditures and a
method was developed as a pan of this analysis' to illustrate the combined city-wide
overhead cost which have the potential of being assessed depending upon the policy of the
two cities involved.
Ultimately discussions by officials of the two departments determined to use the plan in
Appendix A. This plan illustrates the current combined cost of both Fire Departments. The
calculations determine the simple allocated costs of each Fire Department with no
overhead.
The exhibit below shows the comparison between the costs currently budgeted by each
department to programs against the newly allocated costs of each department by program.
The analysis indicates an increase of $217,282 to Pleasanton, and a decrease of $217,282
to Livermore.
LivermordPleasanton Cost Allocation Phn Summiry

Livermore $389,071 i$377,231 $262,017 $105,369 $1,133,688
'=leasanton $389,071 $231,065 $237,662 $105,370 $963,168
54.07%
% Livermore 45.93%
% Pleasanton
Total $778,142 $608,296 $499,679 $210,739 $2,096,856

Current 1996/97 Administrative Expenditure by Fire Department Compared to
Allocated Expenditures

Livermore $1,133,688 $1,350,970 ($217,282)
~Pleasanton $963.168 $745,886 $217,282
Total $2,096,856 $2,096,856 $0
