The parties hereto recognize that adequate transportation planning is essential to the <br />orderly development of the Tri-Valley Area and that review and coordination of planning <br />and implementation of transportation facilities in the Tri-Valley Area is to the benefit of -- <br />all parties hereto and their constituents. <br /> <br /> 3. _pUrpose. The purpose of this Agreement is to provide for the joint -- <br /> <br />preparation, including sharing of costs, of a transportation plan and to provide a forum for _ <br />the review and coordination of planning and implementation of transportation facilities in <br />the Tri-Valley Area. By entering into this Agreement, the parties do not intend to create <br />an agency or entity separate from the Parties to the Agreement and no provision of this _ <br />Agreement should be so construed. <br /> <br /> 4. ~y__Tfansportation Council. The administration of the activities called -- <br /> <br /> for in this Joint Powers Agreement is delegate~l to and vested in the 'Tri-Valley <br /> Transportation Council" CCouncir'). The Council shall he comprised of one member of the <br /> board of supervisors and city or town council of the respective Parties to this Agreement, -- <br /> to be appointed and serve at the pleasure of the respective board or council. Each member _ <br /> of the Council shall have one vote.
