III. PROJECT PRIORITIES

TVTDF funding is limited, and it is important to direct the funds to the highest priority
projects. Criteria identified in the JEPA to guide priorities are Project Readiness, which
is the ability to move directly to final design and construction; Project Funding, which is
the ability to leverage outside funding for the project; and Project Effectiveness, which is
the ability of the project to address congestion and/or safety concerns. Based on these
criteria, the priorities established by the Tri-Valley Transportation Council for this First
Amendment to the Strategic Expenditure Plan are as follows.

A. INITIAL PRIORITIES

Priority 1. Fund the local share of the 580/680 fly-over. This priority was adopted in the
JEPA.

Priority 2. Fund Project Study Reports (PSR's) for two large projects. A PSR is a
project development document that describes the proposed project in detail, including
design features, right of way requirements, cost, potential environmental impacts,
alternatives, and possible phasing. The PSR's to be funded are for the Route 84
Expressway from 1-580 to 1-680 (Project 2a) and the 1-580 HOV Lanes (Project 5). The
PSR for the 1-680 Auxiliary Lanes (Project 3) also is needed, and it is proposed to be
prepared by Caltrans. The cost of the first two PSR's is estimated to be approximately
$2.3 million. This is a high priority because the PSR's will provide the information
necessary to fairly evaluate these projects.

Priority 3. Fund $1.6 million of the 1-680/Alcosta Boulevard project (Project 8). This
project is located between the 1-580/1-680 Fly-over project and the 1-680 Auxiliary Lane
project. It is a small project with a total cost of $9.6 million, and it will be funded with
$2.3 million in SCC JEPA funds, $5.7 million in local funds, and the $1.6 million in
TVTDF funds. The PSR is complete, and it is ready to go to design and construction in
year 1999-2000 and 2000-2001, according to San Ramon. This project is a high priority
because it meets the readiness and funding leverage criteria, and it is ready to proceed.

B. PRIORITIES TO BE RECONSIDERED IN THE FUTURE

Once the three PSR's are complete (during fiscal year 00/01) and the results of the New
Measure B ballot measure in Alameda County are known, the TVTC will revisit the
Strategic Expenditure Plan recommendations and commit future funds toward the highest
priority projects or segments of projects. Therefore, the following priorities, which are
for fiscal years after 00/01, should be viewed as tentative, pending reconsideration by
the TVTC.

4
