DRAFT

Public Facilities Element of the General Plan
Review and provide comment on a Draft Public Facilities Element of the General Plan.

Ms. Stern summarized the staff report, and noted that the definition of community programs had
not been included in the packet due to staffs continuing consideration ofthat term. She noted
that it could be added as a footnote on the first page of the background text. She noted that
"community programs include programs run by the City, other agencies, and individuals that
educate, nurture, or otherwise provide a social benefit to members of the community." She
reviewed the proposed changes in the background text, which were summarized in the staff
report and shown in Attachment I:
I. Adding reference to high-speed wireless internet access (Wi-Fi) in the City.
2. Moving the discussion of "Chain of Lakes" from the "Water" section to the "Flood
Control" section under "Stormwater Facilities."
3. Adding more information about Zone Ts future water supplies to the "Water
Supply" section.
4. Adding a discussion of water quality, including taste and hardness, to the "Water
Supply" section.
5. Adding discussions about Zone 7 and Pleasanton educating the public about
flooding to the "Flood Control" section under "Stormwater Facilities."
6. The names of private schools were deleted from the "Schools and Education"
section, including the recent school project information.
7. Adding the concept of the Library providing Wi-Fi.
8. Deleting Table VI-5, which shows existing sports facilities, standards and
guidelines, and future facilities planned at buildout from the "Parks and
Recreation" section, pending Council input. The Planning Commission had
requested that staff develop standards for sports fields based on Pleasanton's
residents' needs and desires. This would require a significant work effort both by
staff and the Parks and Recreation Commission, beyond that which was
anticipated. Therefore, staff has removed the table showing sports facility
standards from the General Plan until such time as this issue can be discussed and
resolved with the City Council. If authorized by the City Council, staff will
prepare a revised table for future Planning Commission review.
9. Changing the description of the future community park planned on the Staples
Ranch property in the "Parks and Recreation" section.
10. Adding discussion about drainage on existing sports fields and plans for a toddler
pool at the aquatic center in the "Parks and Recreation" section.
] ]. Reorganizing the "Community Facilities and Cultural Arts" section for clarity and
adding a definition for "Cultural Arts." Also, adding discussion of the need for
public restrooms Downtown to the "Community Facilities and Cultural Arts"
section.
12. Adding a discussion on diversity and adding a section on "Child Care" including a
table identifying child-care centers to the "Human Services" section.
] 3. Discussing how the Circulation Element relates to the "Public Facilities and
Community Programs Element."

DRAFT EXCERPTS: PLANNING COMMISSION MEETING MINUTES, March 8,2006 Page I of 5
