Part VI-16

Commissioner Fox believed that part of Ruby Hill was served by the Livermore School District.

Commissioner Roberts noted that the affected families go to schools in Pleasanton but cannot
vote for the Pleasanton school board.

Commissioner Fox wished to address the paragraph about the School District projecting a school
emollment decrease, which projected its greatest overall enrollment for 2007 dropping off due to
aging population trends.

Commissioner Roberts did not believe that paragraph should be included.

Commissioner Fox expressed concern about the issue of school enrollment projections and
believed that the District should include that information in its strategic plan. She did not believe
that was an appropriate entry for this document. She would like the entire paragraph to be
stricken from the document.

Commissioner Roberts agreed and noted that the demographics changed every year.

Commissioner Maas noted that private schools were named and did not believe that was
appropriate because they were businesses.

Ms. Stern noted that the inclusion of the school district projections were to gather information
and discover what issues would need to be dealt with over the General Plan horizon.

Commissioner Roberts believed the Housing Element included that information.

Ms. Stern noted that the schools were public facilities.

Commissioner Fox believed the emollment information could ultimately be a disservice to the
City.

The Commissioners concurred that the School District language should be deleted.

The Commission generally agreed that private facilities should not be specifically named and
that public facilities should be named.

Page VI-18

Commissioner Blank would like to see language to encourage the Library to provide WiFi
service within the bounds of the library facility. He noted that it should also maintain internet
access via terminals for customers not equipped with WiFi.

EXCERPTS: PLANNING COMMISSION MEET]NG MINUTES, February 22, 2006

Page 8 of]O
