Draft Environmental Impact Report
Bernal Property Phase II Specific Plan

3. Key Project Characteristics, Impacts, and Mitigation Measures

a. Key Project Characteristics

The Bernal Property Phase II Specific Plan provides for the development of a 318-acre City-
owned site located west of downtown. Development under the Plan would include open
space, parks, sports fields, and a range of other civic and institutional uses, as described in
Chapter 2 of this EI R. The Phase II Bernal Property site is currently undeveloped with the
exception of sub-areas 4 and 8 (occupied respectively by Fire Department Station #4 and
Hearst Elementary School).

b. Significance Criteria

Significance criteria for the project's impacts on police resources are drawn from CEQA
Guidelines Appendix G (Item XIII (a)). Impacts on police protection would be significant:

[If the project would] result in substantial adverse physical impacts associated with the
provision of new of physically altered governmental facilities, need for new or physically
altered governmental facilities, the construction of which could cause significant envi-
ronmental impacts, in order to maintain acceptable service ratios, response times or
other performance objectives for police protection.

c. Impacts

The Bernal Property is within the service area of the Pleasanton Police Department. Service
to the site is coordinated through the Police Department office, which is located in its own
building at 4833 Bernal Avenue, nearby to the Bernal Property.

The undeveloped portion of the Bernal Property did not generate any police service calls in
2004 and 2005. Department staff state that service calls come predominantly from
developed areas ofthe City.

With development under the Specific Plan, it is reasonable to expect both a greater commit-
ment of Police Department personnel to patrol the site area and an increase in service calls.
Based past service call volume from Pleasanton's parks, service call volume from the Bernal
site would be in the range of 320+ calls annually, or about one per day.

At the level of increased demand for Police services anticipated, it does not appear likely that
additional facilities would be required to increase Police service levels at the Phase II Specific
Plan site. Therefore, no adverse impact on public services relating to the Police Department
are found.

d. Mitigation Measures

No significant adverse impacts are identified; therefore, no mitigation measures are
required.

118
