Draft Environmental Impact Report
Bernal Property Phase II Specific Plan

b. Trails and Staging Areas

The Community Trails Master Plan designates approximately 120 miles of trails and routes39
to form a connective network for Pleasanton.4o Specifications for this network that are
particularly relevant to the Bernal Property Phase II Specific Plan include:

. Maintain a quarter mile maximum distance to the network from all locations that
have recreational, residential, community services or workplace land uses.

. Develop a pedestrian, bicycle, and equestrian trail system that connects public places
such as schools, parks and shopping districts.

. Connect trails and routes to East Bay Regional Trails where possible.

Staging areas typically provide off-street parking for trail users arriving by vehicle. Staging
areas may accommodate facilities that range from a bench and drinking fountain to rest
rooms and picnic areas. The Community Trails Master Plan advises that each staging area in
the City should be designed to fit the unique conditions of the particular site involved.41 The
Plan recommends that major staging areas provide a "gateway" quality with amenities such
as potable water, trash receptacles, interpretive signage, trail information, benches, and
telephone service.

3. Key Project Characteristics, Impacts, and Mitigation Measures

a. Key Project Characteristics

Figure 5 (p. 13), Illustrative Site Plan of the Phase II Specific Plan, incorporates the Draft
Bernal Community Park Master Plan, which is presented in Figure 18. These plans show the
location and types of sports fields currently planned for inclusion in the Bernal Community
Park. The sports fields would be designed for heavy use by the community, and would
therefore be complemented by availability of parking within or adjacent to the BCP area and
provisions for nighttime illumination of most active outdoor use areas.

Figures 5 and 23 also show a generalized network of trails. The Specific Plan Land Use
Element states that:

.

Multi-use trails are planned to accommodate leisure walking, jogging, bicycling, and
access for emergency and open space maintenance vehicles to all major public
facilities. Multi-use trails are to connect to regional trails. Secondary trails are to
connect the multi-use trails to other pedestrian circulation systems, including
sidewalks, bicycle lanes, hiking paths, garden paths, etc. (Land Use Element,
Description of Potential Land Uses, p. 15).

39 "Trails" are pathways separate from streets and sidewalks while "routes" follow existing streets and
sidewalks.
40 City of Pleasanton, Communny Trails Master Plan, July 1993, p. 11.
41 Ibid., p. 21.

124
