Draft Environmental Impact Report
Bernal Property Phase II Specific Plan

3. Key Project Characteristics

a. Key Project Characteristics

Land use components of the Phase II Specific Plan would include recreational, institutional,
public, and open space uses as described in the Specific Plan (see Chapter 2 of this EIR and
the use descriptions in Appendix B). The Specific Plan includes a potential cultural arts
center, a potential youth/community center, and a series of baseball, soccer, and other
outdoor sports fields. In addition, the Plan includes a Fire Station #4, Hearst Elementary
School (both the fire station and the elementary school have already been constructed), a
park-and-ride lot, and an extensive system of open spaces and passive recreational uses.

Transportation components of the Specific Plan include road improvements, parking provi-
sion, and a multiple-use trail system.

The circulation system for the Phase I and Phase II Specific Plan areas is presented in Figure
19. Transportation system improvements to be provided in Phase II include:

o Major Street. Extension of Pleasanton Avenue (a collector street) into the project site
from Bernal Avenue to Valley Avenue, serving as a major access roadway to the uses
within the project and providing secondary connections to junipero Street and Case
Avenue. Pleasanton Avenue extension would also link the Central and Western Areas
ofthe Specific Plan area by connecting with Laguna Creek Lane at Valley Avenue.

The intersection of Pleasanton Avenue and Bernal Avenue would be one of the proj-
ect's major transportation features. Figure 20 presents a conceptual diagram of how
that intersection would be configured and Figure 21 shows a section of Pleasanton
Avenue as currently planned.

A key feature of the Pleasanton Avenue extension would be traffic roundabouts,
intended to moderate traffic speeds. Figure 22 provides a diagram of a roundabout.
The number of roundabouts that would actually be built has not been determined;
Figure 19 shows four between Bernal Avenue and Valley.

o Trails. Trails on the site, supported by trailheads, include the major trails and bike-
ways shown in Figure 22, a conceptual diagram showing trails included in the Phase
II Specific Plan and the Bernal Community Park Master Plan.

o Transit. The Phase II Specific Plan calls for accommodating public transportation as
an element of a multi-faceted approach to reducing automobile trips. Pleasanton
Avenue would be designed to accommodate Livermore-Amador Valley Transporta-
tion Authority (LAVTA) buses and stops/shelters.

o Parking. A potential park-and-ride commuter parking lot is shown in the Illustrative
Site Plan (Figure 5, p. 13) in sub-area 12. Parking provided in support of uses is also
shown conceptually in Figure 5.

132
