Existing (2003) Conditions

The City of Pleasanton monitors traffic circulation, congestion and safety throughout the
City. The City utilizes this information to identify and solve existing transportation
problems, and to establish existing "base case" conditions from which future traffic
projections can be made.

Traffic impact studies for various land development and other types of traffic generating
projects and events use these base and projected traffic conditions to determine project
related traffic impacts to the City's transportation system. Projections are made of future
morning and evening commute conditions at key intersections under "EXISTING + ApPROVED"
and .:'CUMULATIVE" land use conditions based on the Planning Department's estimates of
what properties will be developed and the type of development. The results of these studies
are published in Pleasanton's Annual Baseline Traffic Report, 2003, in which the following
locations were found to experience LOS E or F conditions.

Bernal @ Pleasanton Ave PM LOS E Main @ St John PM LOS F
First @ KottingerfSpring PM LOS E Stanley @ Valley f Bernal AM LOS E
Hacienda @ Owens PM LOS E PM LOS E
Hopyard @ 1-580 EfB Ramp West Las Positas @ Muirwood AM LOS F
Main @ Ray PM LOS F PM LOS E

11. Future Conditions under Existing + Approved Scenario and under
the General Plan Scenario

This section presents information on future levels of services without the project for the AM
and PM peak hour. The calculations were conducted using the City of Pleasanton Synchro
model, which reports peak hour level of service and delay.

The four tables that follow summarize future AM and PM peak hour conditions under two
scenarios, EXISTING+ApPROVED+PROJECT and CUMULATIVE+PROJECT for the 25 Pleasanton
intersections that either would operate at LOS E or F in the near term (i.e., under the
"approved projects" scenario) or are projected to operate at LOS E or F under General Plan
buildout conditions. Tables F6 and F8 provide the morning peak hour volumes for the

F25
