CHAPTER 1. INTRODUCTION TO THE FEIR A. BACKGROUND This document, along with the Draft Environmental Impact Report (DEIR) published by the City of Pleasanton in January, 2006, constitutes the Final Environmental Impact Report (FEI R) on the Bernal Property Phase II Specific plan and the Master Plan for Bernal Community Park. The proposed project addressed by this EIR is the Phase II Specific Plan for 318 acres of the greater 516-acre Bernal Property. The phase II area, which is owned by the City of Pleas- anton, is located on the south side of Bernal Avenue immediately west of downtown Pleasanton. The project also includes the Master Plan for the Bernal Community Park, which is to be located on approximately 50 acres within the Phase II Specific Plan area. These areas are mapped in the DEIR, Figures 1 through 6. The Draft Environmental Impact Report (DEIR) was published by the City of Pleasanton, Lead Agency, on February 6, 2006. Comments on the DEIR provided to the City, together with responses to the comments, form part of the record to be considered by the City of Pleasanton prior to action on the project. Chapter 2 presents comment summaries and responses. The full texts of the documents on which the comment summaries are based are presented in Chapter 3. DEI R Errata are presented in Appendix G. Contributors to this FEIR are the firms and individuals identified in the Draft Environmental Impact Report, Chapter 7, as listed in Part C, below. B. PUBLIC REVIEW OF AND COMMENT ON THE DEIR The DEIR on the Bernal Property Phase II Specific Plan and the Master Plan for Bernal Community Park was published by the City of Pleasanton on February 6, 2006. In conformance with the California Environmental Quality Act of 1970 (CEQA), as amended, the City of Pleasanton provided to the public an opportunity to comment on the adequacy of the DEIR. A statutory period of public review began on February 6, 2006 and ended on March 23, 2006. The period of public review allows interested parties - public agencies, organizations, and individuals - an opportunity to consider the DEIR and provide comments to the Lead Agency regarding the adequacy of the environmental review. In this case, the circulation of the DEIR resulted in the submittal of nine written communi- cations to the City of Pleasanton in response to review of the document by agencies and
