A IS [continuation]
Figure 29 (I" 12) shows the lighting fixtnres in relation to the sports fields and also in
relation to the horizon to the southwest. The sports field closest to Bernal A \'enue is
the one most clearly seen in Figure 2D, The sports fields larther sonth within the site
appear as narrow dark green strips due to their distance fhJlH the viewpoint, the flat
terrain, and the eye-Ie\'el point of \'iew, lIowe\'er, the \'ertical light standards can he
seen clearly,

From \'iewpoint G, the light standards wonld appear fairly close to each other, and
would co\'er the field in light (which is the intention), Glare wonld he generally
a\'oided, as the DEIH notes (I" +5), hy:

. providing spatial separation between the lig-hted areas 011 the one hand and resi-
dential areas and/or roads on the other;

. directing- lighting dowllwanl; and

. screening lighting primarily \'ia plantings,

As noted in the DEIH (I" +5), initially, the proposed sports field lighting would he
noticeahle from places along the roadways and from some residences.

Over time, however. as the numerous trees proposed in and aroulld the Community
Park mature, direct views to\\'al'd the sports field lights fl"om these locations will
generally be screened by inter\'ening \'egetation,

The provisions for nighttime illumination, while avoiding the potential fin" light all
glare impacts that could result fl'OI11 direct \'isihility of multiple lighting fixtures, will
still ha\'e some eflects, O\'erspill lighting (a "glow" aho\'e the lighted area) will be
apparent fi'omlocations where the line of sight is not impeded hy topography, trees, or
huildings,

During the day, depending on the landscaping that will he pro\'ided, some light poles
and fixtures may he visihle from some locations. From viewpoint G, some poles and
lights will extend aho\'e the sl,yline, as Figure IW illustrates, It is expected that the
ComlIlunity Park landscape strategy willlIloderate these eflects sueh that a significant
ad\'erse aesthetic impact woulJ not occlIr.

A 1-1, Comment:
Commissioner Fox cOlIlmented that the lighted sports lields along 1-(;80 could be
blinding from a certain area and inquired whether for aesthetics, \'isllal resources, and
safety, a worst-case scenario could be examined to ensure there were not traflic
hazards created on I-G80 hefc)re the trees grow in.

Hesponse:
Spurts fields-type lighting is not cxpected to be lIsed along I-G80. Undcr all three site plan
arrangements f,)r tbe Phase II Specific Plan and the Bernal Community Park Master Plan
illustratL~1 in the [II{ (that is, the pr~ject, Alternati\'e I, and Alternati\'e 2), the sports
fields arc proposed for location within the portion of the site occupied by the Bernal
Community Park. For motorists on I-G80, whether traveling north- or southbound, the
sports fields would be located more than 1,500 feet (O\'er 0,25 mile) away fi'olIl the freeway
corridor and outside the typical cone of "'sion, Therc!"re, although the sports Iield
lighting might be visible from I-G80, it would be a sideward. ~lallcin~ ,.iew, not anticipated
to result in safety problems, Text continues p, 14
