on this intersection when the new traffic generated by the project combines with
existing traffic generated from major activities that take place on the Fairgrounds,

Response:
See Response (3, Note that the DEI R does address the short-term and cumulative
impacts of the project during the weekday AM and PM peak periods,

C 16 Comment:
The DEI R should adequately restrict any construction work in the public ROW so as
not to adversely affect the Annual Alameda County Fair and Horse Race Meet.

Response:
Comment noted, See Specific Plan, p, 31, Policy 1 and Guidelines 1,1 and 1,3, A
Specific Plan guideline, Guideline 1.4, is recommended to be added as follows:

Guideline 1.4: Schedule construction in the public right-of-way so as not to adversely
affect the Annual Alameda County Fair and Horse Race Meet.

C 17 Comment:
Officials from the County of Alameda have advised the Fairgrounds that the County
desires to see the ACE Train Station relocated to the Bernal Property,

While the DEI R makes reference to a potential relocation of the ACE Station as a "not
recommended alternative," the DEI R appears to provide no environmental review or
information on this subject, such as trip generation, noise, etc. It appears fiscally
prudent to properly identify and address any environmental quality issues related to a
potential relocation of the ACE Station through this current EIR process, rather than
conducting a separate environmental review process in the future,

Response:
The DEIR, Chapter 5, reviews the Specific Plan alternatives as initially introduced in
Chapter 3, See DEI R pp, 166-180, For some environmental topics, impacts of the
alternatives do not differ from those of the project, Differences are noted and des-
cribed for aesthetic and visual effects (pp, 167-175), for noise (pp, 176-177), and for
traffic and parking (pp, 178-180),

It should be noted that the traffic to and from the existing ACE station would be
diverted to the alternative location, meaning that the levels of background traffic on
the road network would remain the same, There would be a shift in peak hour
circulation patterns reflecting the relocation of the station but overall traffic volumes
would not be expected to change, During times when major activities occur at the
Fairgrounds, the relocation of the ACE station south of Bernal on the project site
would tend to relieve background traffic along the Bernal corridor.

The shift in ACE station traffic under Alternative 2 would result in increases in traffic
at some locations and reductions at others, Relative to the Bernal Avenue corridor,
the current patterns would most likely remain for traffic to and from the 1-680 corri-
dor and north of Bernal Avenue, However, freeway traffic could use Valley Avenue to
reach the station, This would tend to reduce traffic on Bernal Avenue easterly of
Valley Avenue, Traffic from the south along Sunol Boulevard and locations east of
Sunol Boulevard would likely divert to Junipero Street and Valley Avenue, These diver-

21
