6 Comment:
CNPS recommends that the monitoring period for heritage tree mitigation measures
(Section 3c(2)) be extended to 10 years following implementation, since many trees
require more than five years to become established, Additionally, a provision needs
to be added that will address monitoring all newly planted trees, that may have not
succeeded in establishing in the first planting, will be monitored for a minimum of
five years from their date of planting,

Response:
A limited amount of tree removal (including very few heritage trees removed) is
proposed for this project. In addition, a substantial number of native trees will be
planted and maintained by the City Parks and Community Services Department in
the natural habitat area, The City has a strong desire to restore well-established oak
woodland and riparian areas and, therefore, it is recommended that the language of
the Specific Plan under Biological Resources Policy 3: Tree Removal/Protection,
Guideline 3,2, be amended as follows:

Guideline 3,2, Any heritage trees to be removed shall be replaced at a 5:1 ratio at
suitable locations onsite prior to, or concurrent with, project construction, Newly-
planted replacement trees shall be monitored for a minimum of 10 years from their
date of planting, If some trees are not successfully established in their first planting,
new trees shall be planted, and these replacement trees shall be monitored for a
minimum of five years from their date of planting,

40
