In response to an inquiry by Commissioner Blank regarding the grass used on the sports fields,
Mr, Rasmussen replied that it would not be native grass but would be fertilized turf.

In response to an inquiry by Chairperson Arkin regarding the timetable of this agenda item,
Mr. Rasmussen replied that it would probably come back to the Commission for
recommendations in April.

There would be public hearings for all three of the project documents, He noted that the four
primary impacts areas were traffic, auto and spectator noise, light from the sports fields, and
view protection, The Specific Plan included a number of policies and programs intended to
resolve these impact areas and others as well, He noted that March 23, 2006 was the last day to
submit EIR comments and that a citizens' vote could potentially be held in November 2006, He
recommended that the Commission take public comments and add its own comments regarding
the completeness of the EIR,

THE PUBLIC HEARING WAS OPENED.

A"b

Kevin Close, 871 Sycamore Road, noted that he only saw pedestrian trails and bicycle ways, He
inquired whether equestrian trails would be included and noted that the area from the ridgeline to
Bernal Park would be a nice area for equestrians, He noted that the EIR generally looked
complete, but the hydromodification section seemed to indicate an increased water flow into
the channels, He noted that at the Council meeting, an interest was shown in permeable pavers
for the parking lots, as opposed to crushed granite, He was concerned about the problems with
that solution with respect to groundwater contamination,

A"~

A7

Chandra Kittusamy, 1095 Laguna Creek Lane, expressed concern about the potential impacts on
the neighborhood from the Park-and-Ride lot. She expressed interest in the education and 4-H
Club programs,

THE PUBLIC HEARING WAS CLOSED.

In response to Mr. Close's question, Mr, Rasmussen noted that there were no current plans for
equestrian trails in the Specific Plan area, and there had been no discussion about adding them in
the past. He felt that the City could make the decision to include them if it so desired,
Regarding the groundwater impact of impervious surfaces, Mr, Rasmussen noted that it could
be more fully addressed in the Final EIR,

AS

Regarding Ms, Kittusamy's concern about a Park-and-Ride lot, Mr. Rasmussen noted that an
access to the potential facility would not be off of Bernal Avenue but rather, the side street.

Commissioner Roberts expressed concem that the DEIR did not address the positioning of the
possible cultural arts center. She believed that this should be analyzed and that no economic
benefit was analyzed in the DEIR,

Mr, Rasmussen noted that the DEIR only addresses environmental mallers and that economic
issues were not within the scope of that document.

Commissioner Roberts believed that traffic impacts community character, which she believed
was a kind of environmental issue, She noted that citywide traffic and the loss of agriculture on
that land should be an overriding consideration,

EXCERPTS, PLANNING COMMISSION MEETING MINUTES, February 22, 2006

Page 4 of6
