Draft Environmental Impact Report
Bernal Property Phase II Specific Plan

(3) Seismicity

The project does not include increased residential or other uses that would tend to draw
more people to an area of high seismic activity

b. Significance Criteria

Significance criteria for the proposed project's impacts on geology, soils, and seismicity are
drawn from CEQA Guidelines Appendix G (Items VI (a) through (d); Item VI (e) applies to
areas in which septic tanks or other wastewater disposal systems are in use rather than
public sewers, which is not the case in the Plan area; Item X does not apply in the absence of
mineral resources on the site), Impacts on geology, soils, and seismicity would be
significant:

(1) [If the project would] expose people or structures to potential substantial adverse
effects, including the risk of loss, injury, or death involving

c Rupture of a known earthquake fault, as delineated on the most recent
Alquist-Priolo Earthquake Fault Zone map issued by the State Geologist for
the area, or based on other substantial evidence of a known fault.

c Strong seismic ground shaking

c Seismic-related ground failure, including liquefaction

c Landslides

(2) [If the project would] result in development on a geologic unit or soil that is
unstable, or that would become unstable as a result of the project, and potentially
result in on- or offsite landslide, lateral spreading, subsidence, liquefaction, or
collapse,

(3) [If the project would] be located on expansive soil, creating substantial risks to life
or property, or corrosive soils, which could cause substantial damage to building
foundations, pavements, utilities, and/or other improvements,

(4) [If the project would] result in substantial soil erosion or loss of topsoil.

c. Impacts

Consistent with the discussion of significance criteria in the preceding section, this impact
analysis focuses on exposure of people and property to geologic hazards (Criteria (1) and
(2)) and adverse solid conditions (Criteria (3) and (4)),

(1) Geologic Hazards

All structures in the Bay Area could potentially be affected by groundshaking in the event of
an earthquake, In addition, the Plan area may be susceptible to indirect seismic impacts,
including differential settlement, lateral spreading, and liquefaction, If not properly
designed and constructed, structures and utilities at the site could be severely damaged
during a large earthquake on a regional fault. In addition, users of the completed Plan area
could be injured or killed during a major earthquake,

74
