Draft Environmental I mpact Report
Bernal Property Phase II Specific Plan

. Program 5.4: Require technical review and analysis of geotechnical studies by a
qualified consulting geotechnical engineer reporting to the City, Incorporate the
recommendations of the City's consulting engineer into the project design.

. Program 5,5: Permit development in areas with a "high" susceptibility to geologic
hazards only when geologic and soils investigations demonstrate that hazards can be
mitigated by accepted engineering and construction techniques, Mitigation measures
identified by the investigations shall be incorporated into the project design and
subject to approval by the City's reviewing geologist/engineer.

In addition, much of the topsoil at the site is a high quality growing medium, If not properly
managed, these potentially productive topsoils could be lost during grading operations,
However, the Specific Plan includes measures that require grading projects to segregate and
save topsoils for reuse in areas to be revegetated,

No adverse environmental impacts relating to adverse soil conditions would occur because
the Specific Plan contains adequate provisions to mitigate these potential impacts,

d. Mitigation Measures

No significant effects on geology, soils, and seismicity have been identified; therefore, no
mitigations are needed,

1. Framework for Analysis

This section assesses the public health and safety effects of the proposed project based on
review of the Bernal Property Phase I Specific Plan EIR, an online records review for
hazardous materials, and a site reconnaissance conducted in October, 2005,

2. Setting

The setting of the Plan Area was described in the Bernal Property Phase I Specific Plan EIR
and that setting discussion covered the proposed Phase II area, This section provides an
update ofthe setting addressed in the 1997/2000 EI R as it relates to hazardous materials in
and near the proposed Plan Area.

76
