EXHIBIT F SPECIFIC PROJECT REQUIREMENTS: Kaleidoscope Activity Center (Rehabilitation of Existing Dublin Facility) This attachment sets forth the specific contract requirements for the above-noted project. The City agrees to provide HCD funds in the amount of $10,000 in FY 1991-92 and $15,000 (tentatively) in FY 1992-93 to Kaleidoscope Activity Center under the following conditions: The use of Pleasanton HCD funds for the above-noted project shall be contingent upon the purchase of the existing Dublin facility by the sub-grantee. The sub-grantee shall submit to the City a qualified property appraisal as verification that the proposed value and cost of the property are reasonable. The sub-grantee shall be aware that, since the site is not located within Pleasanton, the HUD requirement for "proportional funding" shall be in effect (i.e. the proportion of Pleasanton HCD funds used on the acquisition and rehabilitation bf the Dublin facility cannot exceed the proportion of Pleasanton residents served by the project, as demonstrated in documentation provided to the City by the sub-grantee). The sub-grantee shall provide documentation to the City that more than 50% of Kaleidoscope's clients qualify as "lower income" households (i.e. less than 80% of Oakland PMSA median income). The sub-grantee shall maintain records of residents' household incomes available for review by the City at all times. If at any time during the term of the agreement this condition is not met, the above-referenced deed of trust shall come due. The sub-grantee shall be aware that the HCD funds are to be used for rehabilitation-related activities only; HCD funds are not to be used for the purchase of property (land). That the City shall have the right to review any contract(s) and specifications for projects in which the above-noted HCD funds are to be used and to participate in the selection of any contractor(s). The sub-grantee shall be aware that the HUD requirement for the payment of prevailing wages to contractors shall apply for any project involving the use of the above-noted HCD funds. This provision shall be included in any contract(s).
