PART C

ASSESSMENT ROLL

Landscape and Lighting Maintenance District No. 1994-1
Annexation 1999-1
City of Pleasanton, Alameda County, California

METHOD OF ASSESSMENT

Each of the 16 residential parcels and 1 sewer lift station parcel located within Oak Tree
Farm Phase II are proposed to be annexed into the existing Oak Tree Farm Landscape
and Lighting Maintenance District No. 1994-1 (which contains 23 residential parcels). If
the annexation is approved, the enlarged district would then contain 39 residential parcels
and 1 sewer lift station parcel.

The total estimated annual cost of maintaining all of the improvements described in this
report, as well as the improvements described in the earlier Assessment Engineer's Report
for Oak Tree Farm landscape and Lighting Maintenance District No. 1994-1, is
$480.35/unit/year.

This report identifies all of the parcels which will have a special benefit conferred,
including government owned property. The particular and distinct benefits afforded to
these parcels, above and beyond that provided in other residential districts in the City,
include: (i) landscaping and decorative fencing (including maintenance) along Foothill
Road and Oak Tree Farm Drive which creates a distinctive rural atmosphere for this
neighborhood; (ii) enhanced appearance of neighborhood due to uniformity of
maintenance; (iii) scenic easements which create a sense of spaciousness for the
residents; (iv) enhanced and decorative light fixtures which are superior to standard City
light fixtures and lend an air of privilege to the neighborhood; and (v) superior fire safety
for residents due to the maintenance of emergency vehicle access road. All of these
special benefits flow to all of the parcels located within the residential subdivision, and
result in increased property values and enjoyment of the neighborhood for all 39
residential parcels and 1 government owned parcel.
