appropriate development of Rural Density land are located in the Land Use and Community Character Elements. For example, there is a policy and two programs (Policy 12, Programs 12.1 and 12.2) in the existing General Plan Land Use Element which address the issue of preserving hillside and ridge views on the Pleasanton and Main ridges and south-west hills. Additionally, the Community Character Element includes a Goal 5, Policy 16, and Program 16.1 related to preserving the open space character at the edge of the City. Staff suggests that the concepts in the San Juan Capistrano General Plan Conservation and Open Space Element be integrated into the Land Use and Community Character Elements as appropriate. . In regard to Program 12.4, a Commissioner requested that the following be added: "Encourage developers to provide open space buffers in areas where there are conflicting land uses." Staff has added this as a new Program 12.6. However, the Planning Commission may wish to consider relocating this program in the future to the updated draft Land Use Element. It may be appropriate to address the issue of transitions between land uses in more detail in the Land Use Element. PLANNING COMMISSION ACTION: By July 24, please let me know if you have any further changes you would like made to the Draft.
