· Commissioner Roberts stated that helicopters can touch down within the City and that
certain areas for emergency landing only could be identified.
· Commissioner Blank noted that the freeway can be the designated emergency landing
area for helicopters.

EMERGENCY OPERATIONS

Page V-18

· Commissioner Blank indicated that he would like to see CERT training included to
encourage community preparedness.

SEISMIC SAFETY

Program 1.2

In response to Commissioner Blank's comment that building homes 50 feet from an active fault
seems too close and inquiry where the number came from, Ms. Stem replied that it was State
law.

Commissioner Blank proposed that it be increased to at least 100 feet and that construction
should not be encouraged in the area; Commissioner Roberts concurred that the area should be
increased.

Mr. Grubstick advised that the active fault trace setback requirement is related to where the
ground ruptures and not to intensity of shaking; violent shaking could take place as far as
500 feet and farther.

Commissioner Pearce stated that this is different from prohibiting construction, which would
cause problems since it is beyond what State law requires.

Program 2.1

Commissioner Blank questioned why development might be proposed in areas with "extreme"
seismic shaking. He stated that this would cause more problems if an earthquake occurred. He
also inquired ifthere were provisions for temporary housing to meet short-term shelter needs for
the community.

Mr. Grubstick replied that school facilities such as gymnasiums typically provide such need
since school facilities are built with higher standards than housing.

Commissioner Blank noted that he does not see any policies or programs relating to gaslines, jet
fuel lines, or other high-pressure lines that cross fault areas in the City and stated that it should
be covered in this section.

EXCERPTS: PLANNING COMMISSION MEETING MINUTES, July 27, 2005

Page 6 of IO
