recommending that a transfer to the General Fund of $15,000 for
vehicle maintenance be added, and that the General Fund transfer
$17,500 for the Sewer Fund's share of the PERS credit. A net
decrease in transfers of $162,000 from the General Fund for sewer
usage and the storm drain program are recommended. The projected
ending Fund Balance is now $2,433,843, which is only $3,943 more
than the original projection of $2,429,900.

LOWER INCOME HOUSING IN-LIEU TRUST FUND

At the end of June 1991, $73,559 was carried over into 1991-92 for
a contract housing consultant. The contract is now complete and
staff is recommending that the appropriation be eliminated.
Furthermore, $150,000 was apProPriated for soils and architect
services, but only $14,180 has been encumbered. Staff is now
recommending that the balance of the appropriation be eliminated,
as well as the current year appropriation of $150,000. When a
developer is chosen for the project, any needed budget changes will
be recommended at that time.

Staff is recommending that revenue projections be increased by
$200,000, from $50,000 to $250,000. Through January 1992 of this
fiscal year, $227,000 has already been received.

The projected ending Fund Balance at June 3.0, 1992 is now $4.2
million. However, this figure includes $1.7 million in funds that
are restricted by the State as security for the loan on Ridgeview
Commons. Thus, until the State eases this restriction, only $2.5
million is available for use.

RECYCLING AND~ASTBNAH&GEMENT FUND

As a result of the invalidation of Measure D (Countywide
Recycling), the City will only receive about $150,000 as its share
of revenues generated by the initiative. Therefore, staff is
recommending that the projected revenue be reduced from $300,000 as
originally adopted, to $150,000.

CAPITAL IMPROVeMeNT FUNDS

Water Capital Improvement Budaet

Staff ie recommending that connection fee revenue projections be
increased by $30,000 from $140,000 to $170,000. Through January
1992, $124,000 has already been collected for this fiscal year.

Furthermore, because connection fee revenue fell short of
projections last fiscal year, the Water CIP's beginning balance
this year was $96,000 less than projected. Therefore, staff is
recommending that four projects totalling $84,000 be delayed and

SR92:125

9
