Ms. Hardy noted that Ponderosa would appreciate direction from the Commission with respect to
the sidewalk. She noted that Ms. Cousins had presented her alternatives at the last neighborhood
meeting and added that Ponderosa would not support a street connection to Martin Avenue. The
traffic pattern would be Cameron Avenue, Martin A venue, and Courtney Avenue.

THE PUBLIC HEARING WAS CLOSED.

Question I - Traffic-Calming Measures

Commissioner Roberts would like the bus to be removed from Cameron Avenue. She believed
that speed bumps and similar measures would diminish the rural character of this neighborhood
and believed other traffic-calming measures should be explored by staff. She believed designing
a curve in the road could be explored, but that changed the entire road. She opposed the use of
roundabouts but believed narrowing the road may solve the problems.

Commissioner Blank believed that with the current configuration, speed bumps would have to be
used. He noted that a massive redesign would be another option, as was the use of Kelly
Cousins' alternatives.

Chairperson Arkin noted that this was a difficult question because each neighborhood received
different benefits and impacts. He would like to see a comparative list of impacts and benefits.
He would like to examine the curved road before the homes were put in.

Commissioner Fox supported the U-shape of the proposed Street A and did not support cutting
through the Selway property to Martin A venue. She believed that people tended to slow down
on a curved road and believed that adding the parking bays at the north side of Cameron Avenue
would increase the width of that street to 36 feet, increasing the driving speed. She would like to
keep the width at 28 feet and would like staff to explore the feasibility of narrowing the road in
front ofthe Ketell and Leuthauser homes, with a sidewalk on the north side of Cameron Avenue
as suggested by staff. She recalled a discussion in 1997 regarding a three-way stop sign at
Cameron Avenue and Martin Avenue and would like staffto examine that possibility. She
believed that the crosswalk from Martin Avenue to Cameron Avenue did not properly direct
pedestrian traffic and would like it to be redirected to the north side. She noted that a lot of
pedestrian traffic occurred at dusk along the buffer zone and would like the visibility issue to be
addressed by providing adequate street lighting. She would like the traffic on Cameron A venue
to be calmed by flashing traffic monitors.

Commission Pearce believed the neighborhood's charm was its rural feel, and she would like to
explore alternate routes in the neighborhood without impacting Cameron A venue. She would
like to explore a curved road. She would like to see other alternatives as other communities have
used.

EXCERPT: PLANNING COMMISSION MEETING MINUTES, March 29, 2006

Page 5 01'6
