Ruby Hill Event Center
PUD-93-02-08M

Pleasanton General Plan. Sonth Livermore Valley Area Plan. and the Tri-Vallev
Conservancy

The subject site is designated Agriculture and Grazing by the Land Use Element ofthe City of
Pleasanton General Plan and is part oflands managed by the Tri-Valley Conservancy. The
South Livermore Valley Area Plan designates the site as "Cultivated Agricultural Overlay
District", which states limited new commercial uses within the Cultivated Agricultural Overlay
District to appropriate small scale uses that promote the area's image as a wine region. The Tri-
Valley Conservancy has granted a 3.8-acre easement over the vineyard property for non-
vineyard uses.

The proposed event center/winery facility, along with the barrel/equipment storage rooms, wine
production/tasting room, and the caretaker unit, would be part of an operating winery and is
immediately adjacent to the vineyards. The South Livermore Valley Area Plan encourages uses
which relate to the outlying wine country and calls for creating an attractive gateway tot the
Livermore Valley wine county and implementing wine country architectural and landscape
design themes throughout the corridor.

Zonine:

The existing parcel is currently zoned PUD-A10SILDR (Planned Unit Deve10pment-
Agricultural/Open Space/Low Density Residential) District. The subject parcel is also within the
South Livermore Valley Area Plan. The Plan, adopted by the Alameda County in 1993,
encourages the promotion of the area as a premier wine-producing enter by encouraging
appropriate tourist attractions an supporting uses such as the propose event center.

Proiect Description

The proposal is a request for a major modification to the Ruby Hill PUD development plan for
the construction of an approximately 19,716 square feet event center with a 4,800 square feet
winery and a conditional use permit to allow serving of alcoholic beverages at the event center
after 10:00 p.m.

The proposed event center and winery would be located near the southeast comer of Vineyard
A venue and Isabel A venue. The access to the facility would be via the existing construction gate
off Vineyard (Piemonte Drive). Access to the proposed facility would be from Vineyard Avenue
via the existing construction road, an extension of Pie monte Drive, located east of the Ruby Hill
entry gate. A total of 132 parking spaces would be proposed for the use. The proposed parking
area is located on sides and the front of the facility, further away from the existing residences to
minimize potential impacts. In addition, staff has contacted California Department of
Transportation, City of Livermore, and URS, consultant for City of Livermore, that the proposed
location would not impact Isabel Avenue widening project.

3
