Report to Director of Public Works and Utilities unless Director of <br />Emergency Services (City Manager) is present. <br />2. Officially place emergency services plan into effect. <br />3. Assume overall direction and responsibility. Make final major <br />decisions. <br />4. Monitor and coordinate the situation. <br />5. Provide emergency alerting and mobilization instructions. <br />6. Carry out state policies on resource management operations. <br />7.
