ATTACHMENT 17

George W. Nickelson, P.E.
Traffic Engineering - Transportation Planning

MEMORANDUM

DATE: October 13,2006

TO: Mr. Pete Knoedler, Regeney Centers

FROM: George Nickelson

SUBJECT: Review of Internal Circulation Issues for the Stanley/Bernal Center in the
City of Pleasanton.

This memo provides a discussion of two speeific internal eirculation issues raised relative
to the proposed Stanley/Bernal Center. These issues include the potential effects of
parking adjacent to the drive aisle leading to/from the Home Depot store and vehicle
queuing at the Longs store drive-through prescription window.

I. Home Depot Drive Aisle

A concern raised relative to this design is the potential for vehicle queuing when inbound
traffie eneounters vehicles maneuvering in/out of the parking spaces proposed along the
drive aisle leading to/from the Home Depot store. Based on the City's traffic study of
this center, the main Bernal driveway's AM and PM peak eommute hour inbound traffie
would be 169 vehicles and 134 vehicles. These vehieles would enter on two inbound
lanes with the right lane becoming a right-turn only lane at the first center cross aisle. At
this first internal intersection, the cross aisle would be stop-sign eontrolled, and the
inbound and outbound traffic would not be controlled.

If one-half of the inbound trips continue on the aisle leading to the Home Depot store
(assuming 25% each turn right and left at the eross aisle), about 85 AM and 67 PM peak
hour trips would continue into the site. This volume (about one inbound vehicle per
minute on the drive aisle leading to Home Depot) would not result in signifieant eonflicts
with vehicles maneuvering in/out of adjacent parking spaces. There would be occasions
when inbound vehicles would stop to allow a parking maneuver. However, with the
relatively low volume and 150-foot distance between the parking aisle and Bernal
Avenue, we would not expect vehicle queuing that would affect the driveway intersection
with Bernal.

190 I Olympic Blvd., Suite 120 Walnut Creek, CA 94596 (925) 935-5014 Fax (925) 935-2247
