this portion of the project. The program also included the
reconstruction of portions of Division Street, Pleasanton
Avenue and Rose Avenue in an attempt to maintain a responsive
program of street renovating in the downtown area. A total of
$3,031,000 is being proposed for downtown street and utility
improvements.

Civic Center.and Historic Building Renovation

The program does not include funding for a new Civic Center nor
the improvements needed to bring City historic buildings into
conformance with State earthquake standards. The Civic Center
project has not been included since staff has not yet begun the
process of thoroughly evaluating available options to meet
Civic Center current and future needs. The reinforcement of
City buildings to meet earthquake standards will be addressed
as part of the City's unreinforced masonry mitigation program.
Funding for both of these projects will be reviewed as part of
the project analysis. Funding alternatives will be detailed
when project recommendations are presented to the City
Council.

Capital ImDrove~eDt Pro4ects Table

The tables immediately following this section contain all of
the Capital Improvement Projects which are included in this
program. As indicated, the projects are separated into five
major categories: Water, Sewer, Streets, Parks, Miscellaneous.

Also included are various charts which help highlight funding
and revenue levels. A summary of all projects included in each
of the five program years is included at the beginning of each
fiscal year section. All tables include a listing of unfunded
projects which are included for the City Council's information
in the category areas. Projects are determined to be unfunded
based on a prioritization developed during staff review.
Unfunded projects are printed on darker shaded paper for easy
identification.

PrODOSitio~ 4

Revenues and expenditures are not expected to exceed the Prop 4
limitations during the entire program period. As a result,
Prop 4 considerations, as required in previous years, are not
necessary at this time.

(sbcip90.cf2)
